Artikel Sumber Daya Manusia yang Berkualitas


Salah satu indikator utama negara maju adalah negara tersebut memiliki IPM (Indeks Pembangunan Manusia) yang tinggi. IPM pun dinilai dari bidang pendidikan, kesehatan, ekonomi, sosial dan budaya dan lain lain. Ranking atau urutan negara berdasarkan IPM dapat dilihat pada halaman wikipedia atau halaman web lainnya yang dapat diakses melalui situs www.google.com. Terkait IPM, memang harus dibahas mulai dari hulu sampai hilir. Target generasi emas 2045 ya tinggal 26 tahun lagi mulai dari tahun 2019. Artinya generasi emas yaitu anak yang kelahirannya dimulai dari tahun 2000 hingga sekarang. Pembangunan Sumber Daya Manusia (SDM) Selama ini kita hanya fokus dengan proses peningkatan untuk bidang pendidikan, kesehatan, sosial dan lain lain untuk meningkatkan IPM suatu Negara. Selama ini kita hanya membaca angka dan grafik pada data atau dokumen dari berbagai sumber (entah indikator dan kevalidan sumber data dari mana diperoleh dan bagaimana metode perhitungannya). Output (keluaran) yang diharapkan adalah meningkatnya kualitas SDM mulai dari bidang pendidikan, ekonomi, sosial dan lain lain. Terkait bagian hulu, untuk peningkatan SDM harus dimulai dari proses kehamilan ibu (janin di dalam kandungan). Pada kesempatan ini, Saya mencoba membaca dari beberapa artikel dan mencoba mendiskusikannya dengan rekan - rekan kantor dan saya bandingkan dengan antar data dan dokumen dari berbagai sumber. Sebelumnya, apakah ada yang tahu jumlah angka kematian bayi dan ibu (AKB / AKI) di Indonesia ? Dan setelah saya membaca data yang saya peroleh dari Dinas Kesehatan Kota Semarang saja, AKI dan AKB dalam kurun 5 tahun terakhir ternyata cenderung cukup tinggi hingga pada akhir tahun 2018, untuk kasus AKI dan AKB di Kota Semarang masih di atas angka 10 kejadian (kasus). Hal ini masih menjadi salah satu "momok" dan Pekerjaan Rumah (PR) untuk Kementrian Kesehatan dan Dinas Kesehatan di daerah. Setelah diadakan sebuah diskusi (audiensi) dengan Dinas Kesehatan Kota Semarang dan Kementrian Kesehatan beberapa waktu lalu, ternyata salah satu faktor penyebab jumlah AKB dan AKI yang cukup tinggi tersebut adalah Virus Torch (Toxoplasma, Rubella, Cytomegalovirus (CMV) dan Herpes simplex virus). Untuk info yang lebih detailnya mungkin bisa ditanyakan langsung dengan dokter spesialis dan ahlinya terkait hal tersebut.

Nah disini saya ingin memulainya dengan proses reproduksi (pregancy dan maternity) dimana proses awal dalam tahap pra reproduksi dimulai dari pengecekan darah dan kesehatan lainnya. Selama ini, yang saya tahu tentang tindakan promotif dan preventif yang telah dilakukan dan difasilitasi oleh Pemerintah Pusat dan Daerah adalah berupa fasilitasi kegiatan pendeteksian dan penanggulangan virus HIV dan AIDS nya saja bukan pengecekan dan pedeteksian untuk seluruh virus. Untuk tindakan preventifnya berupa VCT (Voluntary Counseling and Testing) dan untuk tindakan kuratif nya berupa proses pengobatan pada Rumah Sakit Umum milik Pemerintah disertasi dengan pemberian obat obatan untuk pengidap HIV dan AIDS secara gratis. Sedangkan untuk pendeteksian dan penanggulangan virus toxoplasma, rubella, herpes dan lain lain masih diberlakukan BERBAYAR (komersil) yang dilakukan melalui pembayaran secara pribadi ataupun melalui beberapa asuransi artinya untuk pengecekan virus tersebut masih BELUM DISUBSISDI oleh Pemerintah baik tingkat Pusat dan Daerah. Virus tersebut juga yang dapat menyebabkan terjadinya kelainan genetika pada janin saat perkembangannya di dalam kandungan atau (mohon maaf sekali) bayi yang dilahirkan akan memiliki cacat pada fisik dan mental ketika setelah dilahirkan. Bahkan terkadang kelainan genetika dan cacat fisik tersebut belum tentu dapat dideteksi melalui ultrasonografi (sonogram) atau yang biasa disebut dengan USG. Pengecekan kromosom pada janin hanya dapat dilakukan melalui Non-Invasive Prenatal Test (NIPT) yaitu tes kromosom bayi melalui darah sang Ibu. Untuk mengetahui jenis - jenis kelainan pada janin dan bayi dapat dilihat pada link artikel di bawah. Harga untuk NIPT pun relatif cenderung mahal di kisaran harga +- 11 juta rupiah ke atas. Adapun untuk mengecek kromosom sperma sejak dini dapat dilakukan dengan 2 metode yaitu dengan mtode Intracytoplasmic morphologically selected sperm injection (IMSI) dan intra-cytoplasmic sperm injection (ICSI). Untuk penjelasan ke dua metode tersebut bisa dilihat pada link artikel di bawah (Label). Pengecekan kromosom pada sel sperma pun dapat dilakukan untuk melihat dan mengetahui apakah ada kendala atau kelainan genetika pada kromosom sel sperma tersebut. tidak menutup kemungkinan bahwa kelainan genetika dan cacat fisik pada janin dan bayi yang telah lahir juga dapat disebabkan oleh kelainan kromosom pada sel sperma. Diakrenakan pola hidup dan makan setiap orang berbeda dan sangat menentukan dari kualitas darah, hormon dan sel sperma yang dihasilkan. Kembali lagi, biaya untuk melakukan pengecekan sel sperma dengan metode IMSI tersebut juga tergolong tidak murah.

Memiliki keturunan (anak) yang berkualitas dari segi ahlak dan intelektualitas, ditujang keadaan fisik yang baik. Pada kesempatan kali ini, Saya ingin berbagi pengalaman dan pengetahuan saya yang terbatas dengan siapa saja yang ingin memulai memiliki keturunan atau anak (regenerasi) dan bagaimana proses dalam menjalaninya. Pada hal ini, istri saya terkendala oleh kekentalan darah dimana istilah medisnya yaitu hiperkoagulasi (darah mudah beku) dan Polisitemia yaitu kondisi yang berlawanan dengan anemia, atau kadar hemoglobin dalam darah yang rendah. Dimana yang kita ketahui, proses perkembangan janin pada rahim Ibu akan berkembang jika supply nutrisi, protein, vitamin yang dibutuhkan oleh janin di lakukan melalui darah dna jika tidak ter supply dengan baik oleh maka proses perkembangan janin tidak akan normal. Nah dimana posisi kekentalan pada darah istri saya dinilai cukup rawan jika ingin mengandung janin pada rahimnya. Sambil melakukan program pembenahan darah pada tubuh istri saya, saya juga melakukan pengecekan darah untuk pendeteksian virus TORCH dan pengcekan sel sperma dengan metode IMSI untuk program kehamilan dengan metode In Vitro Fertilization (IVF) atau yang kita kenal dengan istilah bayi tabung di salah satu Rumah Sakit Swasta di Jakarta. Jujur pada saat pembayaran pun saya terkejut dengan jumlah pembayaran yang tidak sedikit untuk biaya cek laboratoriumnya. Melihat total tagihan tersebut saya pun berfikir, apakah semua orang yang ingin melakukan pengecekan darah dan sel sperma memiliki kemampuan keuangan sama dengan saya. Pertanyaan saya yaitu semisal ada orang yang memiliki pendapatan di bawah harga cek laboratorium tersebut, lalu bagaimana dapat melakukan pengecekan darah dan sel sperma tersebut ? Dikarenakan biaya pengecekan laboratorium tersebut dan obat - obatannya tidak mendapatkan SUBSIDI dari Pemerintah Pusat maupun Daerah. Belum lagi setelah bayi lahir, perlu dipantau kembali perkembangan otak dan fisiknya. Artinya, untuk output SDM yang berkualitas ini membutuhkan perencanaan, promotif, preventif dan tindakan yang tepat dan memerlukan biaya yang tidak sedikit pula. Belum lama ini saya mengisi focus group discussion (FGD) sebagai narasumber terkait bina keluarga balita oleh salah satu Dinas atau OPD (Organisasi Perangkat Daerah) di Kota Semarang terkait perkembangan motorik pada anak usia 0 - 5 tahun kepada para kader PKK Kota Semarang. Di salah satu slide materi yang saya tampilkan, ada artikel yang menyatakan bahwa tumbuh kembang anak ditentukan melalui 1000 hari pertama pasca dilahirkan. Disini diperlukan asupan protein, nutrisi, gizi dan lain lain yang memadai untuk mendukung tumbuh kembang otak dan fisik anak. Disini juga diperlukan pendampingan dokter, ahli kesehatan anak, praktisi dan lain lain untuk pendampingan ibu dan anak. Setahu saya, bantuan yang telah diberikan dari Kementrian Kesehatan dan yang sudah berjalan adalah pemberian biskuit pengganti ASI (MP-ASI), biskuit untuk anak berusia 0 - 5 tahun (balita) dan biskuit untuk Ibu yang sedang mengandung.

Kesimpulan yang dapat saya berikan pada artikel ini adalah betapa pentingnya setiap tahapan demi tahapan tersebut untuk membangun SDM yang benar - benar berkualitas. Untuk membangun generasi emas 2045 yang berkualitas memang diperlukan sebuah perencanaan dan konsep yang matang yang dimulai dari proses reproduksi, pengembangan janin dan tumbuh kembang anak hingga memerlukan pembiayaan yang tidak sedikit dan peran pendampingan ahli selama proses kehamilan dan perkembangan anak usia dini. Hingga saat ini, saya belum melihat kebijakan Pemerintah Pusat maupun Daerah yang tertuang dalam kebijakan Rencana Aksi dari Rencana Pembangunan Jangka Panjang dan Menengah (RPJP dan RPJM) baik untuk tingkat Pusat maupun Darah untuk mempersiapkan generasi SDM yang unggul yang dimulai dari pra dan pasca reproduksi atau dari hulu ke hilirnya. Peran promotif dan preventif mulai dari janin di kandungan hingga anak berumur 3 tahun, itu pun belum nanti bagaimana pembiayaan dan sistem pendidikan anak, ekonomi dan karir si anak ke depannya dan lain lain. Dan ternyata panjang juga yah proses dari hulu ke hilir terkait pembahasan pengembangan kualitas SDM. Sekali lagi ini hanya sharing pengalaman dan pengetahuan saya saja selama beberapa waktu terakhir. Harapan saya adanya perhatian dari Pemerintah Pusat dan Daerah yang akan mempersiapkan Rencana Aksi tersebut dan dituangkan dalam RPJPN, RPJPD, RPJPD dan RPJMD dan benar benar dilaksanakan dan diawasi dengan cara kolaborasi dari unsur Pemerintah Pusat dan daerah dan semua elemen masyarakat

Perencanaan (Planning)
Perencanaan adalah fungsi yang sangat mendasar dan sangat berperan besar dalam organisasi/perusahaan. Apabila tanpa perencanaan dalam sebuah organisasi sudah dapat dipastikan perusahaan tersebut akan gagal. Dalam Manajemen, perencanaan adalah proses mendefinisikan tujuan organisasi, menyusun strategi untuk mencapai tujuan, serta mengembangkan rencana aktivitas kerja organisasi.

Pelaksanaan fungsi perencanaan manajemen PT. Bank Mandiri yaitu:

-        Memperkuat leadership di segmen wholesale dengan melakukan pendalaman relationship dengan nasabah. Strategi ini bertujuan agar Bank Mandiri dapat meningkatkan share of wallet dan rasio crosssell revenue dari nasabah wholesale Mandiri, melalui penyediaan solusi produk wholesale yang terintegrasi.
-        Menjadi Bank pilihan nasabah di segmen retail, dengan akselerasi bisnis di segmen-segmen utama yang menjadi pendorong utama pertumbuhan bisnis Bank Mandiri.

Two French soldiers were killed in a night-time rescue of four foreign hostages including two French citizens from the clutches of a militant group described as "terrorists" by the military. President Emmanuel Macron's office said a US woman and a South Korean woman were also freed in the covert operation. All four hostages were safe, the French presidency added. The two French citizens were kidnapped while on safari in neighbouring Benin.
"The precise and determined actions of French soldiers allowed us to take out the kidnappers while protecting the lives of the hostages," France's army chief said in a separate statement.
French special forces carried out the raid under cover of dark over the night of Thursday-Friday, supported by US intelligence and troops from France's Barkhane operation deployed in the Sahel region to counter Islamist militants. The two French tourists were kidnapped in Benin's Pendjari National Park last week. Their safari guide was found dead, his body riddled with bullets, and their vehicle burned.

Hamleys: India's richest man Mukesh Ambani buys iconic toy store

India's richest man Mukesh Ambani has bought the iconic British toy retailer Hamleys for an undisclosed sum. Reliance Brands Limited, which is owned by Mr Ambani, said it had signed an agreement to buy the company from China's C Banner International which had acquired it in 2015.

According to Forbes, the 62-year-old Mr Ambani is worth $50.7bn.
"The worldwide acquisition of the iconic Hamleys brand.... is a long cherished dream come true," Darshan Mehta, the CEO of Reliance Brands Limited, said in a statement.
Hamleys had last year reported a £9.2m loss, blaming Brexit and the threat of terrorism for the downturn.
It had opened four stores in the UK but later closed two.
However its flagship store in London's Regent Street, which opened in 1881, continues to be one of the city's major attractions.
Set over seven floors, it has an estimated 50,000 lines of toys on sale.

April business survey predicts slower pace of economic growth in the US



Just 53% of the economists polled for the National Association for Business Economics’ April survey expect the economy to grow by more than 2% this year, down from 67% who felt that way in January.
The results from the survey suggest a sharp slowdown after the Commerce Department reported Friday that the economy grew at a strong 3.2% during the first quarter.

Just 53% of the economists polled for the National Association for Business Economics’ April survey, released Monday, expect the economy to grow by more than 2% this year, down from 67% who felt that way in January. The results from the survey suggest a sharp slowdown after the Commerce Department reported Friday that the economy grew at a strong 3.2% during the first quarter.

The economy grew quickly during the first three months of 2019 because of a surge in company inventories and a shrinkage in the trade gap, temporary factors that are likely to fade.
Businesses increased imports at the end of 2018 out of concern that President Donald Trump could further escalate tariffs against China, but the administration held off to conduct trade talks with the world’s second largest economy.

However, the NABE survey found that the tariffs already imposed by Trump have been a drag. For economists involved in goods producing, 75% said the import taxes were a negative.
Still, profit margins were rising in 32% of the corporate economists’ firms, up from 23% previously. More than half — 52% — say there was a shortage of skilled labor, a sign of possible wage pressures.

Economy System in Soekarno Era


The economic system in the Soekarno era ran a Guided Economy system. In this economic system, the president was directly involved and regulates the economy. All economic activities are centered on the central government. As a result, economic activities in the regions have been disrupted and decreased. In the economic era, the Indonesian leadership repeatedly changed its economic design in line with the changing cabinet in power. In a guided economic system, economic behavior was determined by the government that makes decisions on most economic problems about what must be produced, how to produce it, and who consumes it. The guided economy system was shown by centralization of decision making. Government leaders as decision makers, centralized usually establish detailed and complex plans that provide economic command to all subordinates  and the people. Therefore, the command economic system was also called a guided economic system and a centrally planned economic system. Thus, in the command economic system, the government almost owns and controls all means of production (land or capital). In addition, the government also regulates the direct operation of all companies in various industrial sectors. So, the state was the employer of all work forces and determines how they should carry out their work. The government also determines the composition of the goods that must be produced and their distribution to all members of the community. Thus, in a command economy, the government was the holder of central decision making that answers the main economic problems through ownership and control of economic resources through the power to take and enforce decisions to members of the community.

The Best Economy System For Indonesia


In my opinion the best Indonesian economic system is a mixed economic system that implemented in 1998. Because in a populist economic system, it is people who hold active in economic activities, while the government creates a good climate for the growth and development of the business world. The characteristics of this economic system are: Relying on a fair market mechanism with the principle of fair competition. Able to realize environmentally sound and sustainable development. Guaranteeing equal opportunities in business and work. The protection of consumer rights and fair treatment for all people. And based on the characteristics of the populist economic system itself is more in accordance with those listed in the 1945 Constitution and also in accordance with the personality of the nation and the economy in Indonesia that does not adhere to and strongly reject liberalism, etatism, and unfair competition and concentration of economic power on one group in the form of a monopoly that harms society as in the previous Indonesian economic system, namely the economic system of democracy. The Indonesian state is considered less suitable to use a liberal economic system. Therefore according to experts using a mixed economic system is considered very appropriate. The Indonesian state uses a mixed economic system, because it is considered more suitable for a country that has a population below the poverty line which is still very high.
